About the Hoosier Intiative for Re-Entry

In this role as a Regional HIRE Coordinator within the IDOC Hoosier Initiative for Re-Entry (HIRE) program, you will be assigned a region within the state and will be responsible to provide workforce readiness services to IDOC clients housed within correctional facilities and parolees supervised by IDOC Parole Districts within that region. You will also be responsible for employer engagement within an assigned region. Duties include outreach activities to identify channel partners and stakeholders, development and facilitation of program materials, development of strategies to market program initiatives, conducting outreach activities to develop and solidify relationships with prospective partners and community leaders, and advocate for institutional change in employer attitudes toward the hiring of ex-clients. You will also reinforce partnerships with Parole districts to assist with securing post-release employment

Salary:

The salary for this position traditionally starts at $47,320.00 per year but may be commensurate with education and/or experience.

About the Job:

Incumbent will serve as a regional HIRE Coordinator within the IDOC Hoosier Initiative for Re-Entry (HIRE) program. Incumbent will be assigned a region within the state and will be responsible to provide workforce readiness services to IDOC clients housed within correctional facilities and clients supervised by IDOC Parole Districts within that region. Incumbent will also be responsible for employer engagement within their assigned region. Duties include: outreach activities to identify channel partners and stakeholders, development and facilitation of program materials, development of strategies to market program initiatives, conducting outreach activities to develop and solidify relationships with prospective partners and community leaders, and advocate for institutional change in employer attitudes toward the hiring of HIRE clients. Incumbent will reinforce partnerships with assigned facilities and parole districts to assist with securing pre and post-release employment.

This region covers the following Indiana counties: Madison, Hamilton, and Marion.

This region covers the following Parole Districts/Correctional Facilities: PD3, Correctional Industrial Facility, Pendleton Correctional Facility

A Day in the Life:

The essential functions of this role are as follows:

• Provide a direct in-field extension of the IDOC in the administration, support, and accomplishment of workforce readiness initiatives, and serve as the regional lead in implementing identified workforce readiness elements.

• Provide face-to-face training and coaching to individual incarcerated and Parolees in the administration of program initiatives.

• Contribute to the development and implementation of workforce readiness services.

• Support IDOC efforts while determining best-practice strategies to improve prospective employer engagement, coordination, educational/training, reemployment strategies, and company/business relationships.

• Recruit targeted employers for program participation, and engage in the community by attending workshops, community meetings, and other activities.

• Assist in the development and distribution of outreach materials, directly contacting targeted community members, and networking with appropriate community organizations to assist with the needs of Parolees and releasing IDOC clients.

• Record program data (metrics) using provided systems and tools to report measurable outcomes and assess program efficiency, effectiveness, and responsiveness to internal and external customers, program participants, and stakeholders.

• Develop, organize, and advertise virtual job fairs and in-facility job fairs, to include recruiting businesses and identifying clients to participate.

• Foster a close working relationship with the staff at assigned Parole Districts/IDOC facilities.

• Work with service providers as the subject matter expert to promote the advantages of hiring ex-clients to employers and employer groups.

• Provide technical advice, problem-solving assistance, answer questions regarding program goals, and policy interpretation.

• Provide participant advocacy services to assist participants in receiving needed services for re-employment readiness and to develop additional resources for services as necessary.

• Ensure program compliance, timely submission of reports, work with HIRE Specialist to successfully meet satisfactory outcomes, and meet/exceed program goals.

• Provide critical link to job development, placement, and support services directly to clients prior to release, and maximize employment and training opportunities.

• Create tools, resource, and material for targeted audiences, and coordinate with other internal and external staff and programs so that opportunities for participants can be maximized.

• Work collaboratively with other stakeholders to ensure individual service transitions are well coordinated and effective.

• Identify likely barriers to ex-client employment and set appropriate re-employment strategies/goals.

• Provide training and support to clients who are both in-facility and on active Parole, fostering employment opportunities for clients both pre- and post-release.

• Organize learning opportunities for program, such as site visits, cross-site meetings, training sessions, and technical assistance calls.

• Seek opportunities to present IDOC Hoosier Initiative for Re-Entry program initiatives model and related information to diverse state/local, non-profit, employer groups across the region.

• Specialized knowledge of the theories, principles, practices, and methodology of constructions services.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

• Strong presentation skills are required in order to facilitate workshops to different audiences which can include but is not limited to, clients, parolees, employers, staff, agency partners, etc.

• Travel will be required and must possess a valid driver’s license.

• Ability to successfully complete all required training, maintaining current certifications (CPR, etc.)

• Must possess sound understanding of workforce readiness practices.

• Must possess and be able to effectively communicate, both orally and in writing.

• Must be comfortable working in a correctional environment which will include daily interaction with incarcerated individuals and recently released parolees.

• Must possess and be able to effectively work within Microsoft Outlook and Excel.
