About your next Challenge as a Project Manager - CP140 Program:

Under the administration of the CP140 OWSS Senior Program Manager in Halifax, as a Project Manager your main responsibilities will include the preparation and review of correspondence, status reports, program plans and schedules. You will be required to manage the exchange of program/project data between departments as well as providing program management oversight of specific program activities or projects, as assigned by the Senior Program Manager. You will prepare and complete program deliverables by following internal procedures, using project management best practices as well as applicable regulations, standards and procedures. In addition, your role will be to provide program/ project control functions, risk management, prepare monthly briefings and reports. The position exercises leadership, patience, diligence and project management subject matter expertise working within the CP140 program management office.

What You Will Do:

The main responsibility of the Project Manager is to implement the recognized project management methods to ensure that the objectives are met in terms of quality, cost, and deadlines. More specifically:

  • Assist the Senior Program Manager to deliver on the P & L goals / objectives of the CP140 OWSS program working closely with internal stakeholders and with assigned project teams;

  • Measure and control the performance of all projects in terms of costs, quality, and schedule;

  • Assist the Senior Program Manager to develop program and departmental plans and strategies;

  • Align program priorities and ensure the attainment of objectives;

  • Plan and Control the program budget and optimize the allocation of resources within the team;

  • Manage the customer relationship and program execution processes;

  • Maintain relations with the operating core functions involved in projects in order to ensure that the services provided meet customer deliverables;

  • Chair and facilitate various meetings and work sessions in order to review the progress of work, solve problems, manage potential conflicts and implement improvements with project team members or with the client.

  • Monitor on a regular basis the program and related projects - assess general performance through the project management principles as per PMBOK (Project Management Book Of Knowledge) and assess schedule and budget variances;

  • Monitor Corrective Action Plans to ensure the success of the program;

  • Assist in the preparation of proposals;

  • Conduct Risk Management; identify new risk elements, evaluate potential impacts and develop a mitigation plan;

  • Prepare, document and communicate the program/project status to stakeholders through weekly/monthly reports and Program Review Meetings (PRMs);

  • Lead and facilitate internal project team meetings and work sessions;

  • Coordinate, plan and analyze resource demand and capacity;

  • Ensure problem resolution and manage potential conflicts;

  • Manage program/project interfaces (inputs and outputs).

  • Close out projects, including post mortem preparations;

  • Conduct project closures and lessons learned;

  • Occasional travel in support of program activities required;

  • Promote the Continuous Improvement Culture.

    Required Skills and Experiences:

  • University degree in Engineering or Business Administration (or equivalent);

  • Master’s Degree in Project Management and/or Project Management Institute (PMI) Project Management Professional (PMP) accreditation required;

  • Minimum of 5 years’ experience in project management or project coordination;

  • Excellent communication skills, written and oral, in English (Bilingual French/English would be an asset);

  • Experience in an aerospace and defence environment;

  • Experience in managing Project teams;

  • Be autonomous, strong initiative, reliable and have judgment skills;

  • Have knowledge of Government of Canada Procurement Policy and Regulations;

  • Be process oriented and address all important project related issues promptly, decisively and assumes accountability for his/her and the team’s actions;

  • Demonstrate excellent communication and leadership skills interacting with all the stakeholders and Divisional matrix support organization.

  • Have intermediate MS Office skills in Excel (pivot tables, VLOOKUP, etc.), PowerPoint, Project, Visio and Word;

  • Ability to: organize and prioritize assignments, analyze a problem and recommend / implement solutions, work multiple tasks and deal with competing priorities, work independently in a fast-paced team environment, work well under pressure, be flexible and accept change.

  • Understanding of Intellectual Property – ownership, rights to use and compliance;

  • Demonstrated working knowledge of Systems, Applications and Processes (SAP), or other ERP systems.

    Eligibility Criteria :

  • Must be eligible for registration with the Controlled Goods Program;

  • Must be eligible to obtain and maintain a government of Canada “Reliability” status and/or Level 2 (Secret) security clearance.
