DCAMM’S Mission The Division of Capital Asset Management and Maintenance (DCAMM) oversees over $2 billion in capital programs and projects, and is responsible for capital planning, project delivery, property acquisitions, dispositions, management, and real estate services for the Commonwealth. General Statement of Duties and Responsibilities DCAMM is looking for an attorney with commercial leasing and commercial real estate experience to join DCAMM's Office of the General Counsel (OGC) to provide timely and high-quality legal services, advice, and guidance to the Office of Real Estate Management and other agency offices with respect to the acquisition, disposition, development and leasing of real estate as well as associated issues. The selected candidate will be expected toprovide legal advice and guidance on an array of legal matters involving DCAMM, with a particular focus on real estate transactions, including leases, dispositions, and acquisitions;draft high-quality agreements, memoranda, and other documents; negotiate disputes in the best interest of the Commonwealth; provide analysis and interpretation of applicable laws, policies, and contract provisions; participate in meetings and decision making on relevant issues and projects; and to perform such other legal services as may be needed to support the General Counsel and DCAMM. The selected candidate will be expected to follow a hybrid work model that consists of both in-office and work from home days. Detailed Statement of Duties and Responsibilities * Provide legal advice and draft documents associated with the procurement, amendment and resolution of disputes regarding the lease of space for the use of user agencies within the Commonwealth, including leases of state agency headquarters, courthouses, public safety facilities, biotech labs, residential facilities, and other specialized facilities; * Provide legal advice, engage in negotiations and draft documents associated with commercial real estate acquisition and disposition transactions, which may include resolving title matters and deed restrictions; * Undertake legal research, prepare memorandum and provide legal advice and counsel in connection with DCAMM’s projects and policies; * Respond to inquiries from municipal and state employees and elected officials; * Demonstrate the ability to work as a member of a team that may include members of other departments and outside agencies and municipal and state officials; * Perform such other duties as requested and required by the General Counsel and/or other Deputy General Counsels. Preferred Qualifications In addition, the preferred candidate will have: * At least 3-5 years’ experience in commercial leasing; * Experience working on commercial real estate transactions, including drafting and negotiations; * Experience working on leasing deals and negotiations; * Excellent legal writing, research and analysis skills; * Excellent oral and written communication skills; * Knowledge of state laws and regulations; * Demonstrated ability to manage multiple tasks and projects simultaneously under tight time constraints; * Demonstrated ability to work effectively with multiple teams. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and (A) at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
