GE Healthcare Korea Compliance Manager in Seoul, South Korea

Job Description Summary

The candidate will be primarily responsible for managing Dealers & Independent Third Parties and HCP Interactions process, policy and compliance for Korea. In addition, the scope expands to all aspects of policy compliance relating to GE Healthcare’s operation in South Korea, including, but not limited to: compliance program maintenance and coordination, review and enhancement, risk analysis, implementation of early warning systems including in connection with Korea Fair Trade Commission (KFTC), Medical Device Fair Trade Commission, sunshine reporting and any new laws/regulations applicable (such as Industries Code of Conduct: Medical Devices and Pharma Codes), trending analysis in order to provide meaningful strategic information to support the Senior Leadership.

Job Description

Roles and Responsibilities

  • Ensure full compliance with Korean Laws & Regulations such as KFTC, MRFTA, Medical Device Fair Trade Commission, Criminal Code & Anti-Graft Act

  • Drive proactive compliance leadership and engagement to create a culture of compliance with policies, processes, controls and other initiatives in the region

  • Review, approve and monitor transactions with HCPs/GOs

  • Provide training support to the business on GE HealthCare’s The Spirit & The Letter and other global, regional and business policies and procedures

  • Develop and deliver targeted Global Interaction Policy (GIP) and Independent Third-Party (ITP) trainings to business leaders, operational teams and others

  • Manage and supervise the Dealer Compliance activities and team for South Korea

  • Responsible for timely and accurately completing the due diligence, onboarding and training for Independent Third Parties that are selected by the business for commercial activities

  • Plan and execute trainings for the GEHC Employees and Channel partners and dealers, with HR and Legal

  • As a member of the ASEAN, Korea and ANZ (AKA) Compliance team, support and drive activities, projects, training, implementation for AKA, as required

  • Conduct, support investigations for potential and/or alleged breach of the policies and SOPs involving the appropriate functions, providing recommendations and ensuring the application of the sanctions specified by laws in Korea and internal policies. Partner and support Legal, Compliance, HR and TIS

  • Provide findings, observations and recommendations from investigations and partner with HR to engage Disciplinary Committee to decide on corrective actions as required

  • Partner with relevant functions and internal and external auditors to support and manage audits or infrastructure reviews required per Korea external regulations such as Information Security and Safety, Privacy, Quality & Regulatory, EHS, HR

  • Coordinate with Region Compliance and Legal to manage external enquiries, investigations from regulators etc.

  • Monitor internal and external compliance trends, including compliance initiatives, industry compliance failures and applicable, industry specific regulatory requirements

  • Organize and drive Quarterly Compliance Risk Review Meetings and Monthly Enterprise Risk Review Board Meetings for Korea.

  • Support Open Reporting and the GEHC Ombuds Program

  • Work with AKA Compliance Communications and supervise the Compliance Communication Plan for Korea

Required Qualifications:

  • Legal, Accounting, Finance or Economic degree

  • Demonstrated 7+ years’ experience in Compliance and/or internal audit in multinational companies operating in the Healthcare or Pharmaceutical Industry

  • Previous exposure to medical and pharmaceutical industry regulations

  • Knowledge of Korean laws such as, not limited to - KFTC, Medical Codes, Sunshine reporting, the U.S. Foreign Corrupt Practices Act (FCPA) and of the U.K. Bribery Act.

  • Solid understanding of business transactions, accounting systems, collaborations and market dynamics to meet customers’ needs

  • Ability to influence different stakeholders and decision makers through her/his expertise and using a “consultancy approach”

  • Demonstrated experience prioritizing conflicting demands from multiple business clients in an extremely fast paced environment

  • Strong ethical values and attitude towards independency, rigor, persistency and problem-solving

  • Ability to maintain confidentiality, excellent interpersonal skills and personal accountability

  • Very good knowledge of Microsoft Office applications – Word, Powerpoint, Excel

  • Data Analytical and Risk Management Skills

  • Very good proficiency in the Korean and English

  • Clear thinking/problem solving: successfully lead projects/process improvements within compliance/legal functions

  • Integrity: Accepting and adhering to high moral, ethical, and personal values in decisions, communications, actions, and when dealing with others

Preferred Qualifications:

  • Ability to function as an integral member of the GEHC global Legal & Compliance Function

  • Outstanding interpersonal skills and ability to communicate at all levels of the organization (including our field sales force, senior leadership and our customers’ senior leadership teams)

  • Ability to work well independently and in a team setting

  • Excellent communication skills with the ability to communicate business issues in an easy to understand manner

  • Global mindset, able to deal with people from all different backgrounds and cultures

  • Competence to manage the conflict between Compliance and Business

  • Experience in project/program management

  • Competence to prioritize multiple tasks and emergencies

  • Adaptable/Flexible: being open to change in response to new information, different or unexpected circumstances, and/or to work in ambiguous situations

  • Strong accountability, sense of urgency and ability to handle multiple tasks simultaneously
