City of New York Procurement Analyst, Level II in New York, New York

Job Description

**Applicants must be permanent in the title of Procurement Analyst or be able to provide proof of filing for and passing Procurement Analyst Exam No. 3114. Please indicate this information in your cover letter.

JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Fiscal Affairs Division (FAD) manages and tracks the capital, expense, and grant funding sources for the Information Technology Bureau to ensure that funding is available for purchases and that the funds are spent properly. FAD is also tasked with handling the procurement of IT equipment.

The responsibilities of the Procurement Analyst II include but are not limited to:

  • Process, catalog, and report on expense and capital funded procurements.

  • Check budget to ensure sufficient funding exists in budget/object codes before processing procurement - Solicit bids using Request for Bids (RFB) method in FMS

  • Process micropurchases and small purchases

  • Utilize Passport system to process MWBE procurements

  • Coordinate with Quartermaster Section on open procurements and documents needed.

  • Coordinate with vendors on paperwork needed to complete procurement package for submission to QMS

  • Receive invoices and process receiving reports from vendors.

Qualifications

  1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

  2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

  3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

  4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

SPECIAL NOTES:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
