Serco Navy Ship Modernization Support Analyst in Arlington, Virginia

Position Description

As a Ship Modernization Support Analyst, you work on the forefront of the Surface Navy’s cutting-edge shipbuilding programs. You will be integrating advanced technology and new ship concepts into the Navy’s programming and budget process. OPNAV N96 is responsible for determining surface combatant force levels, shipboard and related support requirements, and major characteristics of programs involving weapon systems, Cruisers, Destroyers, Frigates, Command ships, Patrol Craft, and Littoral Combat Ships (LCS). N96 executes planning, preparation, and execution in support of this mission. Serco supportsOPNAV N96 in determining surface combatant force levels, shipboard and related support requirements, and major characteristics of programs involving weapon systems, cruisers, destroyers, frigates, command ships, patrol craft, and littoral combat ships. ACTIVE TS/SCI SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION.

In this role, you will:

  • Provide on-site support, strategic analysis, and integrated support for N96 in accordance with DoD program requirements management and acquisition oversight policies and strategies for surface ship modernization programs on site in the Pentagon (Arlington, VA).

  • Develop methods for securing the kind of data needed to assure that management will be able to effectively develop and/or execute various phases of the program/project.

  • Support cost and schedule performance reviews.

  • Provide consultation to N96, and OPNAV staff on impact and risks for program/system changes on resource plans and requirements.

  • Develop new or revise administrative methods and processes for Combat Systems (CS) and Hull, Mechanical and Electrical (HM&E) upgrades in order to sustain force structure.

  • Recommend SCD process improvements and steps to achieve improvements to N96G section head.

  • Browse Navy Data Environment (NDE) daily for new SCD’s and other NAVSEA reports.

  • Maintain and track internal and external taskers.

  • Draft white papers, concept papers, technical reports, meeting summaries, or other material that document results meetings or

  • analyses, and/or pertinent issues relating to Defense Planning Guide activities.

  • Use PBIS and other databases to review and analyze ship maintenance.

  • Attend and provide support to Integrated Product Teams (IPTs), Special Advisory Boards, and off sites.

  • Maintain a strong relationship and open communication with the PEO Ships, PEO IWS, NAVSEA, Fleet Commands and related government activities and industries.

  • Attend conferences as the N96 Navy representative on assigned programs as required.

  • Review, develop, and update program specifications, guidance documents and technical documentation.

  • Maintain daily liaison with Section Head and Branch leadership.

Qualifications

To be successful in this role, you will have:

  • An active SECRET security clearance.

  • ABachelor’s degree (4 years’ additional experience substitutes for a bachelor’s degree).

  • 5+ years of hands-on experience in performing operational functions and applying mission associated concepts, policies, requirements processes, and program guidance.

  • Knowledge of JCIDS and PPBE.

  • Knowledge and experience of Navy ship maintenance and modernization processes.

  • Knowledge and experience in defense acquisition oversight, processes, and execution (schedule, milestones, research and development, procurement and Fleet introduction).

  • Ability to produce briefing slides, metric charts, program schedules, and organizational charts.

  • Proficiency in databases and using Microsoft Excel to understand large amounts of data.

Additional desired experience and skills:

  • Support staff experience at OPNAV, NAVSEA, Program Executive Offices (PEOs)/Program Offices, or Navy Surface or Air Warfare Centers directly supporting ships and shipboard systems.

  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.

  • Operational experience with military sensor and weapons systems; experience with development of systems is also desired.

  • Knowledge of development in surface combatants.
